Hospital and Health System Emergency Relief (HHSER)

Act 1A of 2023 appropriated $50 million to the Department of Community and Economic Development (DCED) for Hospital and Health System Emergency Relief. Further, Act 34 of 2023 provides that DCED makes the funding available for assistance to those hospitals and health systems that experience unexpected financial impact situations. The following document contains allocations to hospitals and health systems to meet the requirements of the authorizing statutes. The amount of funding for each system/hospital was determined using publicly available data from various sources including the Department of Health, PA Health Care Cost Containment Council and the Health Resources and Services Administration. Allocations were determined based on financial distress, workforce, access to care and behavioral health services.
