Tropical Storm Debby Disaster Recovery in PA

On September 11, 2024, President Biden declared a major disaster for Pennsylvania due to the effects of Tropical Storm Debby from August 9-10, 2024. As a result of the declaration, funding was made available through the U.S. Department of Housing and Urban Development (HUD), through Public Law 118-158, to provide disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation in the “most impacted and distressed” areas.

The Commonwealth of Pennsylvania received $14.6 million to address needs related to the recovery from Tropical Storm Debby in 2024. To utilize the funds Pennsylvania has prepared the Community Development Block Grant Disaster Recovery (CDBG-DR) Tropical Storm Debby Action Plan (also available in Spanish) that provides data on the impacts and unmet recovery needs of the most-impacted communities. The plan also identifies the recovery activities Pennsylvania will undertake to address housing, infrastructure, economic development, and hazard mitigation needs resulting from the disaster. The proposed activities, projects, and programs are intended to help communities build back better.

Community Development Block Grant – Disaster Recovery (CDBG-DR)

The U.S. Department of Housing and Urban Development (HUD) allocated $14,620,000 to Pennsylvania via Public Law 118-158 to support long-term recovery efforts following the remnants of Tropical Storm Debby in 2024. Grants for the Community Development Block Grant – Disaster Recovery program will be available for federally designated disaster areas impacted by the disaster.
