Center for Community & Housing Development

The Pennsylvania Department of Community and Economic Development Center for Community and Housing Development is responsible for the administration of funding from the U.S. Department of Housing and Urban Development (HUD) Community Planning and Development Programs. These include:

Community Development Block Grant (CDBG) Program

CDBG funds strengthen Pennsylvania communities by assisting with housing improvements, building suitable living environments, expanding economic opportunities geared to low- and moderate-income individuals, and improving critical community health and welfare infrastructure. HOME Investment Partnerships (HOME) Program

HOME provides municipalities with grants and technical assistance to expand the supply of affordable housing for low and very-low income Pennsylvanians. To learn more about the federal HOME program, visit the HUD Exchange website.

HOME American Rescue Plan (HOME-ARP)

HOME-ARP provides funding to assist individuals or households who are homeless, at risk of homelessness, or other vulnerable populations by providing housing, rental assistance, supportive services and non-congregate shelter, to reduce homelessness and increase housing stability.

Emergency Solutions Grants (ESG) Program

ESG supports local efforts to help individuals and families that are currently experiencing homelessness, as well as those at risk. To learn more about the federal ESG program, visit the HUD Exchange website.

Community Development Block Grant Disaster Recovery (CDBG-DR)

CDBG-DR provides funding for recovery support in federally designated disaster areas impacted by domestic major disasters and emergencies. To learn more about the federal CDBG-DR program, visit the HUD Exchange website.

Recovery Housing Program (RHP)

RHP provides funding for stable, transitional housing for individuals in recovery from a substance-use disorder. To learn more about the federal RHP program, visit the HUD Exchange website.

Section 108

Section 108 enables states and local governments participating in the Community Development Block Grant (CDBG) program to obtain federally guaranteed loans to fund large economic development projects and undertake revitalization activities. National Housing Trust Fund (NHTF)

The NHTF is administered by the Pennsylvania Housing Finance Agency (PHFA) and provides grants to states in order to produce and preserve affordable housing for extremely low- and very low-income households. To learn more about the federal NHTF program, visit the HUD Exchange website.

Housing Opportunities for Persons with Aids (HOPWA) Program

Consolidated Plan

The Department of Community and Economic Development is responsible for developing and executing The Consolidated Plan for Housing and Community Development (Consolidated Plan). The Consolidated Plan required by the U.S. Department of Housing and Urban Development (HUD) (24CFR Section 91.115) is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.

The Consolidated Plan serves as a framework to identify housing and community development priorities that align and focus funding from HUD's Community Planning and Development Programs.
