Multifamily Weatherization Assistance Program (WAPM)

Overview

Pennsylvania’s Multifamily Weatherization Assistance Program provides a cost-effective approach to lowering operating expenses, maintaining affordability, and creating healthier, more comfortable living environments for low-income families living in buildings with 5 or more units.

Uses

Weatherization measures include:

  • Air sealing to reduce infiltration
  • Attic insulation
  • Sidewall insulation
  • Floor and foundation insulation
  • Pipe or duct insulation

Multifamily buildings are eligible for weatherization if 66% of the dwelling units in the building (50 percent if fewer than 5 units) meet Weatherization Assistance Program’s income eligibility requirement of 200 percent below poverty. If a multifamily building meets the eligibility requirement, the entire building may be weatherized.

The measures for any property receiving weatherization services must be supported by an energy audit performed on the project. The energy audit must meet all Department of Energy (DOE) requirements for Multifamily properties. For work completed with the DOE’s Investment Infrastructure and Jobs Act (IIJA) funds, the maximum allowable average cost per unit is $8,009.

  • County Government Agencies
  • Local Housing Authorities
  • Local Redevelopment Authorities
  • Other Public or Nonprofit entity
