The U.S. Department of Treasury awarded $279 million to Pennsylvania for critical capital projects. In June 2022, the Pennsylvania General Assembly appropriated this funding to the Pennsylvania Broadband Development Authority (PBDA), which is using the funds to establish grant programs that identify eligible projects that meet program guidelines and federal requirements.

Through the Capital Projects Fund, $200 million in federal funding was made available for businesses, non-profits, local governments, and economic development organizations. This funding was distributed through the COVID-19 ARPA PA Broadband Infrastructure Program (BIP). Applications for BIP funding closed in 2023. Through the Capital Projects Fund, $45 million in federal funding was made available for community anchor institutions and local governments. This funding was distributed through the Multi-Purpose Community Facilities (Facilities) Program. Applications for Facilities funding closed on April 20, 2024.

Through the Capital Projects Fund, $20 million in federal funding is now available through the Digital Connectivity Technology (Technology) Program. The program aims to increase access to technology devices by procuring laptops for public-facing institutions such as libraries, community schools, municipalities, workforce training organizations, not-for-profit organizations, and other community anchor institutions.

As a recipient of federal Capital Project Funds, Pennsylvania is required to submit an Annual CPF Performance Report. The report provides information on the projects PBDA is planning to undertake with CPF funding along with the outcomes of the programs.
