Wolf Administration Announces $1 Million in Funding to Improve Public Sewer System in Perry County

Harrisburg, PA – Today, Department of Community and Economic Development (DCED) Secretary Dennis Davin announced $1 million in Community Block Grant Development (CDBG) funding to construct a new sewer system in Howe Township, Perry County. The new system will provide public sewer service to nearly 150 residential, commercial, and institutional units.

“Effective sewer systems are vital for residents’ quality of life in any community in Pennsylvania,” Secretary Davin said. “This grant will replace Howe Township’s failing sewer system and replace it with a modern system that will serve the township’s residents for years to come.”

Howe Township currently includes a section in which all residences are served by on-lot disposal systems. These systems are failing and causing raw sewage and gray water to collect, creating stagnant bodies of liquid and sludge in several properties. These pools pose an environmental and health concern to Howe Township’s residents. Additionally, the township’s current sewage treatment facility is noncompliant with Department of Environmental Protection (DEP) standards and needs to be decommissioned.

This new project will replace the on-lot disposal systems with a new collection and distribution system that will provide public sewer service to 146 residential, commercial, and institutional units. The new system will be a combination gravity and low-pressure sewer system, with the sewage being transferred to a newly-constructed sanitary sewer collection system in nearby Newport Borough.

“This project will be extremely beneficial for the community and the growth that is planned there,” said Perry County Commissioner Brenda Benner. “Enabling our residents to connect to the public sewer will lower their costs and keep our community strong and healthy.”
