DCED Employee Recognized with Governor’s Award for Excellence
Harrisburg, PA – Department of Community and Economic Development Secretary Dennis Davin today announced that Erich Loych, director of DCED’s Information Technology Center, is a recipient of the Governor’s Award for Excellence.
The awards recognize commonwealth employees for exemplary job performance or service that reflects initiative, leadership, innovation and increased efficiency. Erich is one of 37 state employees to be honored for 2016.
“The employees being recognized today have gone above and beyond their job requirements to provide outstanding service and make government more responsive and effective,” said Governor Wolf. “Their accomplishments are truly exemplary and inspiring. We are fortunate to have such outstanding public servants working for the people of Pennsylvania.”
Erich was involved in a project with the Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME) to allow other agencies to take advantage of DCED’s Electronic Single Application (ESA), a web-based platform that centralizes and streamlines all parts of the grant application process for the department’s 76 programs.
DCED now works with the Pennsylvania Department of Environmental Protection (DEP), Pennsylvania Department of Transportation (PennDOT), and the Office of Budget to expand use of the ESA system, successfully breaking down silos between agencies and streamlining processes for agencies that administer funding programs.
Erich’s innovation has resulted in an estimated savings of $340,000 for DEP and more than $67,000 in savings for DCED during the next five years due to his implementation of an electronic signature feature in ESA.
“Our department is constantly looking for new ways to increase efficiency for our staff and our customers and contribute to Governor Wolf’s vision for Government that Works,” said Secretary Davin. “Under Erich’s direction, DCED’s Information Technology Center has successfully enhanced ESA’s usability not only for DCED staff and our customers, but for other agencies across state government as well.”
The ESA was developed in the mid-1990’s. Erich’s leadership and vision have been invaluable in continuously evaluating how the platform can best serve DCED’s programs and customers while implementing modifications in an efficient manner.
