The intent of the program is to keep front-line employees working in sectors that are vital to every Pennsylvanian’s existence and to help employers retain their current front-line employees. Not every industry that was on the Governor’s life sustaining business list is eligible for the program. The eligible industries for this program were included after consultation with the general assembly, Department of Health and the Department of Labor & Industry and in line with the guidance from the Occupational Safety and Health Administration that outlines Worker Exposure Risk to COVID.

1 FTE is equal to an employee that works 40 hours a week. For part-time employees that work less than 40 hours a week, you’ll need to determine how many hours will be worked over the 10-week period and divide by 400 to determine the FTE number. For example, 2 employees that each work 20 hours a week would be equal to 1 FTE.

On the next screen, roll over “Employers” under “Labor Market Profiles” on the left navigation bar. Select “Employer Profile”. Type the company name into the keyword search box and hit the search button. Once you find their company on the resulting list, click on the company name and the NAICS code(s) populate in the middle of the profile.

Application Review and Award Notification
$50,000,000 is available for awards under the COVID-19 PA Hazard Pay Program.
No, the applications will be prioritized by COVID-19 hazard level based on risk exposure by industry, location and prevalence of COVID-19 in the region, and average hourly wage paid by the employer.
Yes, awarded applicants will receive notification of an award. If an application is approved the applicant will receive a grant agreement with all the terms and conditions of the grant contract.
Hazard pay is considered earned income and is paid for hours worked through employment. Income received is counted in the month it is received when determining benefit eligibility. This may affect your SNAP or TANF benefits.
Under the FFCRA, while the federal public health emergency declaration is in place, Medicaid will not be closed or reduced. You should not expect any change to Medicaid benefits.
