Pennsylvania Industrial Development Authority (PIDA)

Established in 1956, the Pennsylvania Industrial Development Authority (PIDA) is an independent authority staffed and regulated through the Department of Community and Economic Development. The Board is comprised of four cabinet secretaries (Dept. of Community and Economic Development, Dept. of Agriculture, Dept. of Labor & Industry and the Dept. of Banking & Securities), eight governor appointees, and four legislative appointees (Minority Leader of House, Majority Leader of House, Minority Leader of the Senate, and Majority Leader of the Senate).

The Authority provides capital for building acquisition, construction and renovation work, machinery and equipment loans along with working capital line of credit loans, primarily for manufacturers, industrial developers, research and development firms, agricultural processors and employers looking to establish national or regional headquarters in Pennsylvania.

On October 14, 2014, Act 161 of 2014 was passed. This Act merged the Small Business First (SBF), Community Economic Development (CED), Export Financing (EFP), Pollution Prevention Assistance Account (PPAA) and Machinery and Equipment Loan Fund (MELF) programs into PIDA to create a single point of entry to support a number of business growth needs. Small businesses and entrepreneurs in need of site development, infrastructure improvements, machinery and equipment acquisition and capital will now have a more convenient and efficient service for financing needs.
